पद का नाम पटवार :–अंशकालीन कर्मी (चतुर्थ श्रेणी)

शैक्षणिक योग्यता:-दसवीं पास या इसके समतुल्य हो
आयु सीमा :- 01-01-2021 को 18 से 45 वर्ष के मध्य
नियुक्ति प्रक्रिया:-सीधी भर्ती
मानदेय :–मु० 4,100/-रू0 प्रतिमाह
आवेदन करने की अन्तिम तिथि 31-08-2021 सांय 4:00 बजे तक
उपरोक्त पदों पर आवेदन हेतू इच्छुक उम्मीदवार द्वारा निर्धारित प्रपत्र सहित सम्बन्धित दस्तावेजों की स्वंय सत्यापित छायाप्रतियां व्यक्तिगत रूप से या डाकघर के माध्यम से सम्बन्धित उप मण्डल अधिकारी (ना०) के कार्यालय में दिनांक 31-08-2021 सांय 4:00 बजे तक जमा किए जाएंगे । आवेदन हेतू निर्धारित प्रपत्र तथा निर्धारित मापदण्ड जिला प्रशासन कुल्लू की वैवसाइट website:http://hpkullu.nic.in से download किए जा सकते हैं या सम्बन्धित उप मण्डल अधिकारी (नाo) के कार्यालय से भी प्राप्त किए जा सकते हैं |
नोट : अधूरे एवं दिनांक 31-08-2021 के बाद प्राप्त आवेदनों को स्वीकार नहीं किया जाएगा ।
पात्रता की शर्ते :
1. आयु सीमा 01-01-2021 को 18 से 45 वर्ष के मध्य होनी चाहिए ।
2. अनुसूचित जाति / अनुसूचित जनजाति / अन्य पिछड़ा वर्ग के उम्मीदवारों को ऊपरी आयु सीमा में 5 वर्ष की छूट होगी ।
3. न्यूनतम शैक्षणिक योग्यता हिमाचल प्रदेश शिक्षा बोर्ड या सरकार द्वारा मान्यता प्राप्त संस्थान से दसवीं परीक्षा पास या इसके समकक्ष होनी चाहिए ।
नोट : आवेदक यदि दसवीं के अतिरिक्त अन्य उच्च शिक्षा का प्रमाण पत्र संलगन करता है, तो उसका कोई अतिरिक्त लाभ नहीं दिया जायेगा ।
वांछनीय योगयता :
1. आवेदक को हिमाचल प्रदेश के रीति रिवाजों का ज्ञान होना चाहिए।
निबन्धन व शर्ते:उपरोक्त पदों पर सीधी भर्ती :- चतुर्थ श्रेणी कर्मचारियों की भर्ती एवं पदोन्नति नियमों के प्रदत शर्तों और निबन्धन के अनुरूप होगी । अतिरिक्त मुख्य सचिव एवं वित्तायुक्त (राजस्व) हिमाचल प्रदेश सरकार के पत्र संख्या रैव-ए(बी0)15-23/2014-III दिनांक 05-04-2021 के अनुसार उक्त अंशकालीन कर्मियों को मुवलिग 4100/-रूपये प्रति माह मानदेय दिया जाएगा।
आवश्यक सूचना :
1. आयु , शैक्षणिक योग्यता एवं हिमाचल प्रदेश का स्थायी निवासी होने का प्रमाण पत्र के बिना आवेदन पत्र स्वीकार नहीं किया जाएगा ।
2. इसके अतिरिक्त आवेदक निम्नलिखित दस्तावेज (यदि लागू हो) अपने आवेदन पत्र के साथ प्रस्तुत करेगा तथा आवेदक द्वारा प्रस्तुत प्रमाण पत्रों के आधार पर सरकार द्वारा निर्धारित मापदण्डों के अर्न्तगत प्रतिशत्ता तथा योग्यतानुसार दिए जाने वाले अंकों का ब्यौरा निम्न प्रकार से होगा :

कुल अंक = 100
i. दसवीं कक्षा में प्राप्त अंकों के आधार पर 85 में से प्रतिशत्ता के हिसाब से दिये जायेंगे (यदि किसी आवेदक ने 100 में से 50 अंक प्राप्त किए हों तो उसे 85 में से 50 प्रतिशत 85 = 42.5 अंक दिये जायेंगे)
ii. अधिसूचित पिछड़ा क्षेत्र या पंचायत से संबन्धित प्रमाण पत्र = 1 अंक
iii. अनुसूचित जाति, अनुसूचित जनजाति तथा अन्य पिछडा वर्ग से सम्बधित प्रमाण पत्र = 1 अंक
iv. भूमिहीन परिवार / जिसके पास एक हेक्टेयर से कम भूमि का प्रमाण पत्र जो सम्बन्धित राजस्व प्राधिकारी द्वारा प्रमाणित हो = 2 अंक
v. सक्षम अधिकारी द्वारा जारी बेरोजगार प्रमाण पत्र कि परिवार का कोई भी सदस्य सरकारी / अर्धसरकारी नौकरी में नहीं है = 2 अंक
vi. दिव्यांगजन प्रमाण पत्र जिनकी दिव्यांगता 40 प्रतिशत से अधिक हो = 1 अंक
vii. राष्ट्रीय सेवा योजना (कम से कम एक वर्ष) राष्ट्रीय कैडिट कोर / भारत स्काउट एवं गाइड का प्रमाण पत्र / राज्य या राष्ट्रीय स्तर पर खेलकूद प्रतियोगिता में पदक विजेता का प्रमाण पत्र = 1 अंक
viii. आर्थिक रूप से कमजोर वर्ग का सक्षम अधिकारी द्वारा जारी प्रमाण पत्र = 2 अंक
ix. विधवा / तलाकशुदा / निस्सहाय एकल स्त्री = 1 अंक
x.सम्बन्धित पंचायत के स्थानीय निवासी के लिए = 2 अंक
xi. पटवारखाना भवन हेतू दान में प्रदान की गई भूमि के लिए = 2 अंक (दिनांक 08-07-2015 से पूर्व दान की गई भूमि के मामले ही मान्य होंगे)
चयन प्रकिया :.
1. जिस आवेदक के सबसे अधिक अंक बनेंगे उसका चयन मैरिट के आधार पर किया जाएगा।
2. यदि एक से अधिक आवेदकों के अंक एक समान बनतें हैं, तो ऐसी स्थिति में चयन दसवीं में अधिक अंक प्राप्त करने के आधार पर किया जाएगा ।
3. उक्त स्थिति में यदि दसवीं में भी एक जैसी समानता हो तो उनकी जन्म तिथि को आधार मानते हुए जिसका जन्म पहले हुआ हो, का चयन किया जाएगा । गठित चयन कमेटी आवेदन पत्रों की जांच (Scruitiny) उपरान्त पात्र उम्मीदवारों को counseling हेतू तिथि निर्धारित कर आमन्त्रित करेगी तथा चयन सम्बन्धी प्रकिया को पूर्ण करने के पश्चात् मैरिट लिस्ट अपनी संस्तुति सहित अधोहस्ताक्षरी को प्रस्तुत करगी ।

Honorarium : – Rs.4,100/- per month

Self-attested photocopies of relevant documents along with prescribed form will be submitted personally or through post office by the interested candidate for the above posts in the office of the concerned Sub-Divisional Officer (NO) on 31-08-2021 till 4:00 PM. . The prescribed form and prescribed criteria for application can be downloaded from the website of District Administration Kullu website: http://hpkullu.nic.in or can also be obtained from the office of the concerned Sub Divisional Officer (NO).
Note: Incomplete applications and received after 31-08-2021 will not be accepted.
Eligibility Conditions:
1. Age limit should be between 18 to 45 years as on 01-01-2021.
2. SC / ST / OBC candidates will have a relaxation of 5 years in the upper age limit.
3. The minimum educational qualification should be 10th class pass or its equivalent from an institution recognized by the Himachal Pradesh Board of Education or Government.
Note: If the applicant attaches a certificate of higher education other than 10th standard, then no additional benefit will be given to him.
Desirable Qualification:
1. Applicant should have knowledge of customs of Himachal Pradesh.
Terms and Conditions: Direct Recruitment to the above posts :- The recruitment and promotion of class IV employees will be as per the terms and conditions given in the rules. According to the letter No. Rev-A(B0)15-23/2014-III dated 05-04-2021 of the Additional Chief Secretary and Financial Commissioner (Revenue), Himachal Pradesh Government, the said part-time workers will be given an honorarium of Rs.4100/- per month.
Required Information :
1. Application without proof of age, educational qualification and permanent resident of Himachal Pradesh will not be accepted.
2. In addition, the applicant shall submit the following documents (if applicable) along with his/her application form and on the basis of the certificates submitted by the applicant, the details of the percentage and marks to be given according to the merit under the criteria laid down by the government will be as follows:

Total Marks = 100
i. On the basis of marks obtained in class 10th, the percentage will be given out of 85 (if an applicant has got 50 marks out of 100, then he will be given 50 percent 85 out of 85 = 42.5 marks)
ii. Certificate related to notified backward area or panchayat = 1 mark
iii. Certificate related to Scheduled Castes, Scheduled Tribes and Other Backward Classes = 1 mark
iv. Landless family / having less than one hectare of land certificate certified by the concerned revenue authority = 2 marks
v. Unemployment certificate issued by the competent authority that no family member is in government / semi-government job = 2 marks
vi. Divyangjan certificate whose disability is more than 40 percent = 1 mark
vii. National Service Scheme (at least one year) Certificate of National Cadet Corps / Bharat Scouts & Guides / Certificate of Medal winner in sports competition at State or National level = 1 mark
viii. Economically Weaker Section Certificate issued by the competent authority = 2 marks
ix. Widow / Divorced / Helpless Single Woman = 1 mark
x. For the local resident of the concerned panchayat = 2 marks
xi. For land donated for Patwarkhana building = 2 marks (only in case of land donated before 08-07-2015 will be valid)
Selection process: .
1. The applicant with the highest marks will be selected on the basis of merit.
2. If the marks of more than one applicant are equal, then in such case the selection will be done on the basis of getting more marks in 10th class.
3. In the above situation, if there is a similarity in the tenth also, then considering the date of birth as the basis, the one who was born earlier, will be selected. The constituted selection committee, after scrutinizing the applications, will invite the eligible candidates by fixing the date for counseling and after completing the selection process, the merit list will be presented to the undersigned along with its recommendation.
