Himachal Budget Key Points: Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu on Saturday presented a budget of Rs 58,444 crore for the year 2024-25. According to the revised estimates for the year 2023-24, the total revenue receipts are Rs 40,446 crore. The total revenue expenditure is estimated to be Rs 45,926 crore. According to the revised estimates for 2023-24, the revenue deficit is estimated at Rs 5,480 crore. Revenue receipts in the year 2024-25 are estimated at Rs 42,153 crore and total revenue expenditure is estimated at Rs 46,667 crore. Thus the total revenue loss is estimated at Rs 4 thousand. The fiscal deficit is estimated at Rs 10 crore which is 4.75 percent of the state’s product. According to the budget of 2024-25, out of every Rs 100 expenditure, Rs 25 will be on salaries, Rs 17 on pension, Rs 11 on interest payment, Rs 9 on loan repayment, Rs 10 on grants for autonomous institutions, while the remaining Rs 28 will be on other activities including capital works. Similarly, it was announced to increase the prize money for winning gold medal in the Asian Games from Rs 50 lakh to Rs 4 crore, for winning silver medal from Rs 30 lakh to Rs 2.50 crore and for winning bronze medal from Rs 20 lakh to Rs 1.50 crore. In the Commonwealth Games, you will get Rs 3 crore instead of Rs 50 lakh for gold medal, Rs 2 crore instead of Rs 30 lakh for silver and Rs 1 crore instead of Rs 20 lakh for bronze. Prize money will be given to the prize winners in the team competition on the basis of representation. Players will be given AAC three tier fare for participating in sports events outside the state up to a distance of 200 km and economy class air fare for traveling to places beyond 200 km. The number of sports included under the three percent sports quota will be increased from the present 43 for providing various posts to outstanding players in government departments. Players of primary education level will be given diet money of Rs 250 per day for participating in the games being held in the state. All other players will get diet money of Rs 400 per day for participating in the games being held in the state. All players will be given equal diet money of Rs 500 per day for participating in games held outside the state. All the players staying in sports hostels of the state will be given diet money of Rs 250 and Rs 400.
  • 363 houses will be allotted in Municipal Corporation Dharamshala, Solan and Shimla and Municipal Council Nalagarh and Parwanoo. 363 houses will be allotted to persons belonging to economically weaker section whose annual income is less than Rs 3 lakh. Under the Chief Minister Widow and Single Women Housing Scheme, it was announced to increase the amount of Rs 1.5 lakh being given to all such beneficiaries for house construction to Rs 3 lakh. Increase in MNREGA daily wage by Rs 60. Widow, single/destitute/disabled women MNREGA workers will be given assistance up to Rs 1 lakh for constructing houses. A new scheme Maharishi Valmiki Kamgar Awas Yojana will be started to provide assistance in construction of houses for the children and workers of Valmiki community.

Rs 1,000 per month will be given in the RD account of all eligible children of widow, destitute, divorced and disabled parents till the age of 18 years. 40 thousand new eligible beneficiaries of old age, widow, single woman, disabled, leprosy pension will be included in this scheme.
  • MLA discretionary fund increased: The current limit of funding for MLA priorities has been increased from Rs 175 crore to Rs 195 crore. MLA discretionary fund will be increased from Rs 13 lakh to Rs 14 lakh per assembly constituency. Under the MLA Area Development Fund, the amount per assembly area was increased to Rs 2.20 crore. In 2024-25, Rs 1,000 crore will be spent on works which are near completion.
  • Natural Farming Startup Scheme will be started. It was announced in the budget to start Rajiv Gandhi Natural Farming Startup Scheme. Under this, unemployed youth will be given a minimum support price of Rs 40 per kg for naturally grown wheat and Rs 30 per kg for maize for natural farming. 36,000 farmers will be linked to natural farming. Under Himachal Pradesh Agriculture Mission, high quality crops will be promoted in various areas by developing 2500 agricultural cluster groups. A detailed action plan will be prepared to promote the production of coarse grains. New mandis will be constructed at Mehndali and Shilaru in Shimla district and Bandrol in Kullu district. Paonta Sahib, Khairi, Ghanduri and Nauhradhar in Sirmaur, Chauribihal, Patlikuhal and Khegsu in Kullu, Takoli and Kangni in Mandi, Jasur, Pasu and Palampur in Kangra and Parwanoo, Kunihar and Waknaghat mandis in Solan will be upgraded. For the convenience of farmers, a web-based agricultural portal and mobile app including land records, helpdesk and farmers’ database based on chatbot and AI will be created. A hi-tech vegetable nursery production excellence center will be opened to provide proper quality seedlings and necessary training to the farmers through vegetable production.
  • The purchase price of milk has been increased by linking animal husbandry and milk production with natural farming and the minimum support price of cow’s milk has been increased from the current Rs 38 per liter to Rs 45 per liter and the minimum support price of buffalo milk has been increased from Rs 47 per liter to Rs 55 per liter. Liters have been increased. Under the Himganga scheme, a fully automatic milk and milk products plant with a capacity of 1.5 lakh liters per day will be established at Dhagwar in Kangra. Artificial insemination training center will be established at Darlaghat in Solan district. Sheep-Goat Farmers Incentive Scheme will be started to start FMD vaccination for sheep and goats in the state and to solve other problems of wool. From April 1, 2024, the fees charged by APMC from milk production societies will be waived. It was decided to increase the grant given to dependent cows in private cow shelters from Rs 700 per cow per month to Rs 1,200.
  • Use of universal carton will start. Use of universal carton will start from the apple season of 2024. To prepare necessary guidelines in this direction, a committee has been formed in December 2023 under the chairmanship of Secretary, Agriculture. Necessary guidelines will be prepared in collaboration with Dr. YS Parmar Horticulture and Forestry University to promote the production of high return fruits like dragon fruit, avocado, blue berry, macadamia nut in the state. This will lead to a quick and definite increase in the income of the farmers of the state. A total of Rs 582 crore is proposed for the agriculture sector in the budget. During the year 2024-25, many works will be done in the horticulture sector at a cost of Rs 300 crore. 75 small irrigation schemes will be constructed. Plantation of high density trees of subtropical fruits will be done in about 1200 hectare area. About 6500 farmer families from 80 farmer groups will benefit from this. A Center of Excellence in Horticulture will be established at a cost of Rs 12 crore which will act as a one stop resource center for all quality, skill, tourism and market related needs. State-of-the-art fruit processing units will be set up in sub-tropical areas of the state. Foundation block for Mother Tree/Budwood Bank will be set up for promotion of guava, lemon and other sub-tropical fruits at a cost of Rs 5 crore. A budget of Rs 531 crore is proposed for the horticulture sector.
  • Fishermen will get subsidy, carp fish farm will be built. Fishermen will be given financial assistance at 80 percent subsidy for construction of new fishing ponds in 20 hectare area. A new carp fish farm will be established as a center of excellence in district Hamirpur. ‘Broodbank’ will be established in the fish seed farm located in Nalagarh at a cost of Rs 5 crore. Motorcycles, three-wheelers and ice boxes will be made available to the fishermen of the state on subsidized basis. 10 new biofloc fish production ponds and 10 new small biofloc fish production units will be established. To promote trout fish production in the private sector in the cold areas of the state, 150 new trout fish production units and two new trout hatcheries will be constructed.
  • Himachal’s largest solar power project will be started. The foundation stone of Himachal’s largest solar power project with 32 MW capacity located at Pekhubela was laid on 2 December 2023. It will be completed by the end of March 2024. A 10 MW capacity solar power plant located at Aghlor in Una will be built and ready by June 2024. Five MW capacity solar power project at Bhanjal in Una will be inaugurated by September 2024. Under the Rajiv Gandhi Startup Scheme, the work of installing solar panels of 100 to 500 kilowatts on private land at 45 percent subsidy will be expedited. Under this scheme, exploitation of total 100 MW solar capacity will be ensured in the first phase. Registration of solar energy projects to be established on private land will be kept open for the whole year, due to which the exploitation of 100 MW solar capacity will be completed soon. Grid connected roof top solar plants and water heating systems will be installed in child and girl shelters, old age homes and Rajiv Gandhi Model Day Boarding School of the state.
    Sky Walk Bridge and five tourist destinations will be developed near Kufri . These include Chandratal, Kaza and Tandi in Lahaul-Spiti, Rakchham of Kinnaur, and Nako-Chambo-Khab. A sky walk bridge will be constructed at the famous tourist spot of Hassan Valley near Kufri in Shimla. Out of the total 16 proposed heliports in the state, nine heliports will be developed in the first phase at Jaskot in Hamirpur, Rakkad and Palampur in Kangra, Sultanpur in Chamba, Aloo Ground in Kullu, Sharbo in Manali, Kinnaur, and Jispa, Sissu and Rangrik in Lahaul-Spiti. Will be done. Feasibility study reports of these nine heliports have been received. OLS survey of Rakkad, Sultanpur and Palampur has been done and their DPR will be ready soon. The architectural designs of Rakkad and Palampur have been received. Architectural design construction work will be started at Rakkad, Palampur, Reckong Peo, Chamba at a cost of Rs 13 crore per heliport. In the second phase, heliports will be constructed at Pangi and Holi in Chamba, Auhar in Bilaspur, Dharkiyari in Sirmaur, Chanshal Dhar in Shimla, Jankaur Har in Una and Galanag in Solan. For this, necessary assistance will be taken from Pawan Hans Limited through the Government of India.
  • State Cancer Institute will be set up at a cost of Rs 100 crore. For the prevention and treatment of cancer in the state, a State Cancer Institute will be established with modern facilities at a cost of Rs 100 crore in Dr. Radhakrishnan Medical College, Hamirpur. With the help of Indian Council of Medical Research, the reasons for increasing number of cancer patients in the state will also be found out. To provide chemotherapy and palliative care facilities to cancer patients in the state, Cancer Day Care Centers will be established at district hospitals and selected Model Health Centers. There will be provision of beds for all the patients undergoing chemotherapy in these centers and chemotherapy medicines will be included in the state essential medicine list so that the patients do not have to spend much money for chemotherapy. Work on 69 Model Health Centers announced in the last budget is in various stages and most of these will be completed in 2024-25 and Rs 1 crore per center will be made available for arranging machinery and equipment in the same year. Health Sector A budget of Rs 3415 crore is proposed for this.
  • 325 kilometers of new roads and eight bridges will be constructed. At present there are 40703 kilometers of motorable roads, 34055 kilometers of metalled roads and 2 478 bridges in the state. Out of total 3615 Gram Panchayats, 3578 Gram Panchayats have been connected with motorable or jeepable roads. Of the remaining panchayats, 10 more panchayats will be connected by motorable road in 2024-25. Approval of Rs 2643 crore has been received from the government for 254 roads 2683 kilometers long under Pradhan Mantri Gramin Sadak Yojana-3. 500 km long roads will be upgraded. 325 kilometers of new roads and eight bridges will be constructed. 15 settlements will be connected by road. Thus, under the Pradhan Mantri Gramin Sadak Yojana, 825 km long roads and 8 bridges will be constructed. Apart from this, under ‘Pradhan Mantri Gramin Sadak Yojana-1 and 2’, cross drainage will be done in 150 km long roads.
  • A proposal of Rs 4490 crore will be sent to the Centre. The government has set a target to complete 19 works including 13 bridges on 115 km long National Highways in 2024-25 with an expenditure of Rs 631 crore. Apart from this, a proposal will be sent to the Central Government for two-laning or four-laning of National Highways at a cost of Rs 4490 crore. Among these, construction of Sainj-Luhri Pass at a cost of Rs 500 crore and Sainj-Luhri Pass National Highway Parjlodi Pass tunnel at a cost of Rs 750 crore is proposed. Bridges will be constructed on Nagrota Bagwan-Ranital at a cost of Rs 200 crore, Chamba-Bharmaur at a cost of Rs 300 crore, Nahan-Kumharhatti at a cost of Rs 500 crore and bridges on various National Highways at a cost of about Rs 250 crore. Various works will be carried out at a cost of approximately Rs 2,000 crore. During the coming year, 205 km long new roads, cross drainage on 305 km roads, tarring of 425 km long roads and 27 bridges will be constructed under RIDF through NABARD.
