Himachal Pradesh has taken a landmark policy decision by launching the ‘Green to Gold’ initiative for the regulated cultivation of industrial hemp. Industrial hemp is suitable for hill agriculture as it is climate-resilient, requires nearly 50% less water than cotton, and can grow in marginal and degraded soils.

The state government estimates that once fully scaled, regulated hemp cultivation could generate ₹1,000–2,000 crore annually, reduce import dependence, and create livelihoods for farmers, rural youth, and startups.
