हिमाचल प्रदेश को तंबाकू मुक्त युवा अभियान 3.0 (Tobacco-Free Youth Campaign 3.0) में बड़े राज्यों की श्रेणी में सर्वश्रेष्ठ प्रदर्शन करने वाले राज्यों में शामिल किया गया है। मुख्यमंत्री सुखविंदर सिंह सुक्खू ने इस उपलब्धि पर प्रसन्नता व्यक्त करते हुए स्वास्थ्य एवं परिवार कल्याण विभाग के निरंतर और समर्पित प्रयासों की सराहना की।

मुख्यमंत्री के अनुसार, विभाग की प्रभावी कार्यप्रणाली और निरंतर मेहनत के कारण हिमाचल प्रदेश को यह उपलब्धि प्राप्त हुई है। इस उपलब्धि के लिए प्रदेश को 28 अक्टूबर, 2026 को नई दिल्ली में सम्मानित किया जाएगा।

तंबाकू मुक्त युवा अभियान 3.0 क्या है?

तंबाकू मुक्त युवा अभियान की शुरुआत वर्ष 2023 में विश्व तंबाकू निषेध दिवस के अवसर पर की गई थी। इसका मुख्य उद्देश्य युवाओं में तंबाकू के सेवन को रोकना, तंबाकू के हानिकारक प्रभावों के प्रति जागरूकता बढ़ाना तथा तंबाकू की लत छोड़ने के इच्छुक लोगों को आवश्यक सहयोग और प्रोत्साहन प्रदान करना है।

इस अभियान का तीसरा चरण एक 60 दिवसीय विशेष अभियान है, जिसके अंतर्गत तंबाकू नियंत्रण, जन-जागरूकता और विभिन्न संस्थानों में तंबाकू मुक्त वातावरण को बढ़ावा देने के लिए गतिविधियां संचालित की जा रही हैं।

अभियान के अंतर्गत हिमाचल प्रदेश की प्रमुख उपलब्धियां

• जन-जागरूकता: तंबाकू के सेवन से होने वाले हानिकारक प्रभावों के प्रति लोगों, विशेषकर युवाओं को जागरूक करना।
• तंबाकू मुक्त शिक्षण संस्थान: शिक्षण संस्थानों में तंबाकू मुक्त परिसर से संबंधित मानकों के अनुपालन को मजबूत करना।
• कानूनों का प्रभावी क्रियान्वयन: सिगरेट एवं अन्य तंबाकू उत्पाद अधिनियम, 2003 तथा इलेक्ट्रॉनिक सिगरेट निषेध अधिनियम, 2019 के प्रावधानों को लागू करना।
• तंबाकू मुक्त गांव: गांवों को तंबाकू मुक्त बनाने की दिशा में प्रयास करना।
• सोशल मीडिया के माध्यम से जागरूकता: सोशल मीडिया का उपयोग करके जनभागीदारी और जागरूकता बढ़ाना।
• क्षमता विकास: संबंधित अधिकारियों और हितधारकों को तंबाकू नियंत्रण गतिविधियों के प्रभावी क्रियान्वयन के लिए प्रशिक्षित एवं सक्षम बनाना।

राज्यों के प्रदर्शन का मूल्यांकन कैसे किया गया?

अभियान के अंतर्गत निर्धारित श्रेणियों में प्राप्त औसत प्रतिशत के आधार पर राज्यों के प्रदर्शन का अंतिम मूल्यांकन किया गया। विशेषज्ञ समिति ने हिमाचल प्रदेश के प्रदर्शन की समीक्षा करते हुए इसे सर्वश्रेष्ठ प्रदर्शन करने वाले राज्यों में शामिल किया।

13 अप्रैल, 2026 को आयोजित विशेषज्ञ समिति की बैठक में राज्यों और केंद्र शासित प्रदेशों के प्रदर्शन की समीक्षा की गई। निष्पक्ष और प्रभावी मूल्यांकन सुनिश्चित करने के लिए नीति आयोग के वर्गीकरण के अनुरूप राज्यों एवं केंद्र शासित प्रदेशों को तीन श्रेणियों में विभाजित करने का निर्णय लिया गया:

1. बड़े राज्य (Large States)
2. छोटे राज्य (Small States)
3. केंद्र शासित प्रदेश (Union Territories)

इस वर्गीकरण का उद्देश्य प्रत्येक श्रेणी के अंतर्गत राज्यों और केंद्र शासित प्रदेशों के प्रदर्शन का उचित एवं तुलनात्मक मूल्यांकन करना था।

Himachal Pradesh has been recognised among the best-performing states in the large-states category under the Tobacco-Free Youth Campaign 3.0. Chief Minister Sukhvinder Singh Sukhu appreciated the continuous and dedicated efforts of the state’s Department of Health and Family Welfare for implementing the campaign effectively.

According to the Chief Minister, the department’s sustained efforts and effective working methods helped Himachal Pradesh achieve this recognition. The state is scheduled to be honoured in New Delhi on 28 October 2026.

About the Tobacco-Free Youth Campaign 3.0

The Tobacco-Free Youth Campaign was launched in 2023 on the occasion of World No Tobacco Day. Its primary objectives are to prevent tobacco use among young people, raise awareness about the harmful effects of tobacco and provide support and encouragement to individuals seeking to quit tobacco consumption.

The third phase is a 60-day special campaign that promotes tobacco control, public awareness and tobacco-free environments in educational institutions and communities.

Six Major Areas of Action

• Public Awareness: Educating people, particularly young people, about the harmful effects of tobacco consumption.
• Tobacco-Free Educational Institutions: Strengthening compliance with standards for tobacco-free campuses.
• Enforcement of Tobacco Control Laws: Implementing the Cigarettes and Other Tobacco Products Act, 2003, and the Prohibition of Electronic Cigarettes Act, 2019.
• Tobacco-Free Villages: Promoting initiatives aimed at making villages tobacco-free.
• Social Media Engagement: Increasing public participation and awareness through social media.
• Capacity Building: Strengthening the capabilities of relevant officials and stakeholders involved in tobacco-control activities.

Assessment of State Performance

The final assessment was based on the average percentage scores achieved across the prescribed categories. An expert committee evaluated Himachal Pradesh’s performance and included the state among the best performers.

During its meeting held on 13 April 2026, the expert committee reviewed the performance of states and Union Territories. To ensure a fair and effective comparison, they were classified into three categories in line with the NITI Aayog classification:

1. Large States
2. Small States
3. Union Territories

This classification was intended to facilitate a fair assessment of performance within each category.
