  •  From 26 to 28 January 1948, a conference of kings and representatives of the Prajamandal was held in the court of Solan under the chairmanship of Raja Durga Singh of Baghat. 
  • Only the hill states of Shimla participated in it.
  •  In this conference everyone considered the proposals of “Himalayan Province” and “Riyasati Union”. Also proposed to talk to the rulers and leaders of Chamba, Mandi, Bilaspur, Suket, Sirmaur etc. and Prajamandal. 
  • In this assembly, the proposed union was named “Himachal Pradesh”. 
  • On behalf of the kings, this proposal was made by Kanwar Mohan Singh of the princely state of Baghal. In another proposal, it was requested from the Ministry of State of the Central Government that the hill princely states of Punjab should also be merged in the proposed “Himachal Pradesh” and a whole hill country should be made. 
  • A “Negotiating Committee” was formed for the purpose of this task. 
  • Eight members of this committee were Raja Durga Singh of Baghat, Bhagmal Souhata of Jubbal, Thakur Sen Negi and Satya Dev Bushahari of Bushahr, Kanwar Mohan Singh and Hira Singh Pal of Baghal.
  •  The task of this committee was to negotiate with other hill states and the Ministry of State Government of India to fulfill its objective. 
  • In this meeting, it was decided to inform India about the existence of “Himachal Pradesh” by March 1, 1948.
